You may not have heard of this name before, but authorities are asking for anyone who has or has known the following individual to get in touch with them.

Lance David Ray, 53, from St. Louis first came to the attention of the police in October 2020 when he was arrested in Bloomington, Indiana where he was visiting when DNA evidence linked Ray to three separate incidents in 2000.
#1. Ray kidnapped a 14-year-old boy in Peoria, AZ in July, 2000 and held him at gunpoint and sexually assaulted him.
#2. Ray kidnapped a 17-year-old boy In Phoenix, AZ in 2000, who was walking to a bus stop and forced forced him into his car and sexually assaulted him at gunpoint.
#3. Ray attached 18-year-old Dalmer Hussen, from Phoenix, AZ while he was walking home from a friend’s house in September 2000. He was shot and killed after a struggle, and his body was left in a vacant lot on 3800 E. McDowell Road.
In 2003, DNA technology linked the last two attacks, and in 2017 investigators learned the same suspect also was responsible for the first attack. While they knew the same person was likely responsible for all three crimes, investigators still didn’t have a name or a face.
FBI and police departments turned to forensic genetic genealogy, and made a match with Ray (although the police are giving no specifics) leading to his October arrest. Through DNA, the Police know who was responsible for the two rapes and one murder back in 2000, AND they are theorizing that these are not the only crimes. In fact, they are reaching out to the public for any information on Ray. Is it possible there are more victims out there? It seems very likely with as much as Ray moved that there just might be and there has been no connection made before this.
Ray has lived in many places and the following cities and years have been documented by the police.
- 1989-1993 – California: Alameda, CA, Piedmont, CA, San Francisco, CA and Oakland, CA
- 1993-1997 – Portland, Oregon
- 1995-1996 – Issaquah, Washington
- 1992-2003 – Fremont, California
- 1999-2003 – Arizona: Phoenix, AZ, and Mesa, AZ
- 2002-2020 – California: San Francisco, CA, San Pablo, CA, Santa Ana, CA, Lake Forest, CA, and Lake Elsinore, CA
- 2016- Current- Missouri: 326 Buckey Court, Ironton, MO
- 2017 – St. Louis and specifically in a house in the 2703 Ann Avenue

One address that comes up in Ray’s case is in Bloomington, Indiana, where he was arrested in October. Bloomington is about two hours from Delhi where two teens were murdered in 2017.
Abigail Williams and Liberty German were murdered in Delphi and their bodies were discovered near the Monon High Bridge Trail, on February 14, 2017. It is still unknown who did it. Although there have been numerous sketches of what the murderer looked like and even an audio recording, his identity still remains unknown.
The above addresses show that Ray was living in St. Louis during the Delphi Murders which is 4 ½ hours away. Although Ray was known to use a gun during his crimes (it is thought the Delphi teen’s murderer likely had a hand gun), and knew someone in Indiana is that where the similarities stop?
The person of interest in the Delphi Murders was described as a white male between 5’6” to 5’10”, weighing 180 to 220 pounds, with reddish brown hair and eye color unknown.
Ray is currently being held in the Maricopa County Jail in Arizona.

Re: Delphi Murders
In 2017, Indiana State Police, the FBI and Carroll County sheriff’s deputies serve a search warrant at the home of Ron Logan, who owns the 30-acre property where Abby and Libby were found. Logan said he was buying tropical fish at the time of the murders. Later, Logan was accused of driving to the county dump on the day the girls vanished, and admitted going to a restaurant in Tippecanoe County, where he was spotted drinking alcohol in violation of his probation. He was sentenced two years for operating a vehicle after being a habitual traffic offender.
